SR 48 & SR 28 Watermain Replacement
Nearly 100 homes and businesses in Clermont County relied on an aging water main system that had become increasingly unreliable and difficult to maintain. The existing water main, located within the state right-of-way, required replacement in a corridor constrained by multiple utilities, including a 60” storm sewer, underground telephone lines, gas mains, and overhead utility poles. Due to ODOT restrictions, the new main could not be placed within the roadway, demanding a creative alignment solution that avoided conflicts while maintaining service continuity. The project also required coordination with ODOT and OEPA for permitting, as well as the replacement of several driveway culverts to accommodate the new alignment.
Bayer Becker provided surveying and engineering services for the installation of 9,584 linear feet of new ductile iron water main. The design included multiple upgrades: 8” to 12” main along 3,548 LF of SR 28 (eastbound), 609 LF of SR 28 (westbound), 8” to 16” main along 2,482 LF of SR 28 (eastbound), and 6” to 16” main along 2,817 LF of SR 48, with 128 LF of 8” pipe to tie into existing mains. Each of the 11 connection points was carefully detailed using a combination of as-built records, contractor markups, and GIS data to meet Clermont County’s high design standards. Bayer Becker’s ability to navigate complex utility conflicts and deliver a precise, constructible design ensured the long-term reliability of the County’s water distribution system.
