Etta was appointed by Ohio Governor John R. Kasich to serve as a Member of the Ohio Soil and Water Conservation Commission for a term beginning September 28, 2011 and ending June 28, 2013.

“It is with great appreciation that I appoint you to serve as a Member of the Ohio Soil and Water Conservation Commission. I admire your willingness to serve our state and am grateful for your dedication to public service.” - John R. Kasich, Ohio Governor

“Ohioans will surely benefit from the level of expertise that you will bring to the Soil and Water Conservation Commission.” - Scott A. Zody, Interim Director, Ohio Department of Natural Resources

The principal responsibility of Ohio's Soil and Water Conservation Commission (OSWCC) is to ensure that Ohio counties are served by effectively administered, adequately supported soil and water conservation districts. The past and current members of the OSWCC have contributed thousands of volunteer hours of their time and dedication for over 65 years to guarantee the success of local conservation programs in Ohio.

In conjunction with this appointment, Etta is serving as a Taskforce member on the Conservation Program Delivery Taskforce. In accordance with H.B. 153, the Taskforce was formed to develop legislation and policy recommendations to improve services, encourage the sharing of services across all levels of government and remove impediments to organizational management of Soil and Water Conservation Districts.
